non-profit, CHARO is seeking a hands-on Accounting Manager looking to fast
track their career and make a positive contribution to the community.
GENERAL
DUTIES:
Reporting
to the Vice President of Corporate Development, the Supervisor of the MIS
Accounting department is responsible for budget allocation, cost allocation, daily
financial activities and transactions of $3mm non-profit, organizational compliance
with policies and procedures as mandated by GAAP, OMB A-122 regulations and
CHARO polices and procedures and financial statement reports to the CEO for
presentation to the Board of Directors.
The position supervises 2-person office and provides regulation and
guidance of multi-government programs and applicable cost centers, bank
reconciliations, general and subsidiary ledgers, processing of accounts
payable, payroll, and accounts receivable transactions in addition to review of
financial statement and analysis reports with preparation for CHARO’s annual
single audit report.
Responsible
for preparing and approving financial reports of categorical programs or other
programs requiring compliance and activity reports associated with contractual
obligations, cost allocations and controls or other mandated controls. Also responsible for monthly meetings with
department designees for budget review and compliance making sound, prudent
recommendations for cost control or revenue adjustments as necessary. Reviews financial reports with VP to
negotiate corporate financial concerns, advise of trends and other financial
positioning. Knowledge of current
computer applications and utilization of Great Plains/Dynamics, FRX, Microsoft
office products and payroll software is essential. Incumbent will perform other duties assigned
by senior management or designee.
MINIMUM
QUALIFICATIONS:
A
B.S. Degree in Accounting with a minimum of five (5) years of practical
experience in a senior accounting and/or supervisory capacity, multi-government
funding preferred, cash management, and fund accounting in accordance with GAAP
and knowledge of Sarbanes Oxley mandates is helpful. Qualifications may be substituted with 4
years of related fieldwork in a supervisory capacity and continuing education
in field. Applicant of must be bondable
and possess a private vehicle with appropriate auto insurance coverage and a
valid driver’s license. Applicant must
meet minimum qualifications for consideration and may be required to submit to
drug screening and fingerprinting. Applicant must have strong English skills.

Job Duties and Responsibilities
Primary Responsibilities include but
are not limited to:
- Signing
and reviewing all PO’s for accuracy and
appropriate allocation;
- Reviewing
all outgoing signed checks with approval from CEO;
- Reviewing
contract billings/invoices and audit compliance with each contract,
including:
- SDE I
- SDE II
- MBEC
- SBA LA
- SBA RIV
- Generating
timely Financial Statements (FRX/Excel) for Corporation, CEO and Board
Presentation;
- Reviewing
budget to ensure all cost centers are within budget and making
recommendations to CEO when not in compliance;
- Meeting
with each department head monthly before 20th for previous
month Financial Statements to ensure coverage of cash match and budget
compliance;
- Reviewing
daily cash report and meet with CEO along with recommendations;
- Reviewing
updated payroll allocation schedule & cost allocation schedule
quarterly and as needed;
- Updating
CHARO policies and procedures according to each contract or as required by
OMB regulations and ensuring CEO approval twice annually;
- Signing
and approving all Journal Entries with approval from CEO;
- Renewing
CHARO insurance yearly include negotiate with broker annually for cost
reduction;
- Reviewing
internal budgets with each center director yearly;
- Renewing
each contract (budget) with each center director yearly;
Thorough Knowledge of:
- Principles and practices of accounting necessary
to analyze and evaluate complex accounting transactions
- Auditing standards and procedures
- Alternate approaches to audit verification and
legal requirements
- Audit work paper techniques and review procedures
- Bulletins and directives pertaining to auditing
standards and accounting principles as prescribed by the American Institute of Certified Accountants.
General Knowledge of:
- Principles and practices of electronic data
processing necessary to audit financial records
- Analytical software, such as EXCEL, LOTUS and/or
ACCESS
- Business law and general laws and rules
regulating and influencing fiscal operations
- Cost accounting procedures and systems.
Ability to:
- Analyze financial data and draw logical
conclusions
- Define fiscal problem areas
- Collect and evaluate data and make
recommendations
- Interpret and apply legal concepts to accounting
transactions
- Prepare comprehensive, complex accounting and
statistical reports
- Utilize analytical software and compile database
materials
- Review and evaluate financial reports, working
papers and procedures
- Communicate effectively, both orally and in
writing in English
- Initiate, plan and complete work assignments with
a minimum amount of direction and control
- Define accounting investigative problems
- Reconstruct books and records that have been
destroyed or falsified
- Evaluate the veracity of conflicting financial
information
- Prepare graphical illustrations and exhibits
summarizing findings and conclusions
- Work with changing and competing deadlines
- Support and explain challenges to conclusions
- Use interpersonal, analytical and communication
skills effectively
- Travel to Washington
